The biggest group left out is people on private Medicare plans. Seniors enrolled in Medicare Advantage, the private plan alternative to traditional Medicare, are not eligible, and more than half of eligible Medicare beneficiaries have Medicare Advantage, according to KFF. That exclusion applies even to Medicare Advantage plans that offer a “Part B giveback.”
Two other groups are also excluded: people whose Part B premiums are paid by Medicaid and those who pay an income-related monthly adjustment amount. Medicare Savings Programs count as premium assistance from Medicaid, so if your state already pays your Part B premium, you won’t get the $90.
